Policing and fighting crime are two terms often associated together. Crime is a serious problem in cities and a lot of people are affected by it. Victims, criminals and their families are touched by the outcomes of crime. Crime has increased over the years and is continuing to do so. The city of Memphis has experienced a great increase of crime. Memphis Police have developed initiatives to reduce crime, using federally funded programs. Unfortunately, crime problems such as theft, assaults and homicide have become irrepressible over the last three years. The rate of homicide in Memphis is more typical of cities of its size. Assaults were accounted for 65 percent of deaths in the area.(Kellermann, Rivara Lee,1996,p.1438-1440). The Uniformed Crime Report (UCR) is very successful for keeping track with the rates of these crimes. The environment, the personality of the perpetrator and genetics has all been factors to blame for criminal behavior. Although, these factors have potential to play a role in the reasoning behind criminal acts, they will have to be supported. Criminological theories can hold the context to support the evidence of these factors. Understanding crime and developing strategies are the keys in taking the step to initiate a strategic plan.
